How can I reduce an overly tall concrete stair riser so it meets code?

How can I reduce an overly tall concrete stair riser so it meets code? On my front steps leading to my porch, the top step rise is 11.5". How do I fix it to make it meet code at 7-3/4"? Can I form it up and add concrete on the top, so it won't be so high?
